Account box pop up when expense location is selected in expense report creation (Doc ID 2521418.1)

Symptoms

Whenever the expense location is to be selected from the LOV, there is the account distributions dialogue box which appears automatically.

Even though we close it then also it comes up again
Even when we try to add an attachment, the same dialogue box for combinations comes up again and it is unable to remove it and add an attachment.
