IDCS Integration with OAM 11g for SSO Fails with the Error: Missing partner configuration

After registering OAM in IDCS as Identity Provider for SSO, the test url fails in step 11 below:
11. Click Next and select Test Login. The OAM Login form appears in a new window or tab.
It redirectus to this URL: http://example.oracle.com:port/oam/pages/servererror.jsp
and seeing the following error occurs on the UI.
