IDCS Integration with OAM 11g for SSO Fails with the Error: Missing partner configuration (Doc ID 2521825.1)

After registering OAM in IDCS as Identity Provider for SSO, the test url fails in step 11 below:
11. Click Next and select Test Login. The OAM Login form appears in a new window or tab.
