"dbaascli dataguard status" Does Not Get Proper Values

Symptoms
User run "dbaascli dataguard status -details yes" and it returned following output. As you can see PROTECTION_MODE,PROTECTION_LEVEL were set to "UNKNOWN" and OPEN_MODE was set to "DOWN".
However, both of the database instances were running with no problem at that time.
Changes
User changed the password of sys user by running "alter user".
