Oracle Fusion Learning Cloud: Auto Withdrawal From Initiative After 19A Applied (Doc ID 2522876.1)

On : version, Learner Experience

On 2/15/19 the 19A update was applied in our Production environment. This completed on 2/16/19.

After the 19A update was applied, the Reconciliation processes executed without error at their normal scheduled times.

During this processing it appears that a large number of learners who had NOT completed an assigned initiative were AUTO WITHDRAWN from the assignment.
What would have caused this to happen?

As a secondary note: WHY would viewing the both "pages" of the initiative write out a NEW row for the initiative when CANCEL was pressed on the 2nd page and NO Changes were made? The entry can be seen in the wlf_event_assignments_f table.
