Symptoms

On :  11.13.18.10.0 version, Data Quality, Customer Hub

When attempting to merge records, the following error occurs.

ERROR

ORA-30926: unable to get a stable set of rows in the source tables : ORA-06512: at "FUSION.ZCH_BULK_MERGE_PKG", at line 4613
                                                                                                 ORA-06512: at "FUSION.ZCH_BULK_MERGE_PKG", at line 6453

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Duplicate Resolution
2. Submit records for merge
3. Error

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot merge duplicate records.
