[IMPL SPT]Auditor Can Complete ER While Waiting For A Response To A Request For More Information. (Doc ID 2523321.1)

Expense Auditor can request more information and then at a later point complete the audit.

The issue can be reproduced at will with the following steps:
1. Employee receives bell notification for Expense Auditor Has Requested More Information
2. Login as an Auditor
3. Go to Expenses -> Auditing -> Manage Expense Reports: search for the above mentioned ER, the status of the ER is Pending expense auditor approval
4. Auditor clicks opens the ER and clicks on Complete Audit -> Confirmation message is received: The audit for this expense report was completed. The approved parts of this expense report are ready for invoicing and payment.
