Symptoms

CPU bursting is activated in host server.

The virtual machine has 20+ days of uptime.

After vCPUs are hot-added to a virtual machine, 100% CPU steal is seen in newly added CPUs when using 'top'.

Hot-adding CPUs to the virtual machine triggers the behavior
