Error When Transacting An Order Where Ship Line Was Canceled: You Cannot Perform This Action Because At Least One Order Line Is Fully Shipped (Doc ID 2523925.1)

On : version, Manage Orders

Sales Order was updated with Ship To information for Source Line xx. After that, Source Line became stuck in a Locked and On Hold state.
The sales order had the error "another user is modifying the Sales Order, please try again later". When the Sales Order was recovered,
the following error message occurred on the Source Line.

"You cannot perform this action because at least one order line is fully shipped."

Going into Shipping, it was found that the corresponding line for the Source Line was Canceled instead of in a shippable state.

You cannot perform this action because at least one order line is fully shipped.

The issue can be reproduced at will with the following steps:
1. Create a Sales order with several lines on it
2. Process lines and Notice that one of the lines is cancelled
3. Notice there is an error that is associated with the Order
