Issue Seen : 

This issue is specific to Oracle Analytic Cloud - Classic Instance created with IP  Network.Connecting from OCI Classic with IPNetwork fails with following messages:

tnsping testadw_medium

Used TNSNAMES adapter to resolve the alias

TNS-12560: TNS:protocol adapter error

sqlplus connection is failing as: : sqlplus admin@<service_name>

ORA-28864: SSL connection closed gracefully
