Shopping Cart Total Not Adding Shipping Amount and updateOrder API call does not apply shipping cost and returns 0 (Doc ID 2524214.1)

Symptoms

When we try to place an order in the storefront the shopping cart total not adding shipping Amount instead Shipping cost is always 0.The 'shipping' observable located inside the object cart from the "Order Summary Checkout" widget is always 0 in Production, even if you select different shipping option with different amounts.
Nevertheless, the 'selectedShippingCost' observable from the same widget has the right amount.
