[ACCS] Cannot Access Application Container Cloud (Doc ID 2524730.1)

Symptoms

Users looking to use Application Container Cloud Service (ACCS) for the first time or users with new Cloud accounts cannot find the service under My Services.  This includes users of Oracle Cloud Infrastructure (OCI) accounts, including Identity Cloud Service (IDCS) accounts.  Also, it is not an available option from an established traditional Cloud Account that has Universal Credits.
