[OCI BM LBaaS] Load Balancer Configuration Changes / Work Requests Fail (Doc ID 2524731.1)

Symptoms

Public Load Balancer work requests fail with "Internal Error Occurred" when deleting Backend Set or updating a Listener certificate.
Recently created Load Balancer is active and works fine, but configuration change requests fail.

The problem is seen when attempting to delete a Backend Set or change the SSL certificate on an existing Listener.
