[OCI-C LBaaS] Child Load Balancer Not Getting Attached to Correct Public LBaaS (Doc ID 2524974.1)

Symptoms

A child load balancer is not getting attached to correct public LBaaS load balancer.
It is getting attached to the Virtual Load Balancer Resource (VLBR) that is created by PaaS Service Manager (PSM).
As part of provisioning requirement for the Oracle Integration Cloud Service (OICS) , a load balancer must be pre-created in the same network.

After provisioning Oracle Integration Cloud (User Managed) on an IP Network, why are there 2 load balancers ?

The first load balancer can be successfully created in the network where the OICS product will reside.
While creating the OICS instance, a second load balancer is created, which should be attached to the parent load balancer (should have same public IP)

But this child load balancer is attached to a different parent LB which is not in the same network.
