[OCI BM LBaaS] Traffic Not Passing Through to Backend Set from Load Balancer Due to a Connection Timeout (Doc ID 2524979.1)

Traffic is not passing through to a Backend Set from an Load Balancer as a Service (LBaaS) Load Balancer.
Access to the public IP of the load balancer results in a Connection Timeout error.

The HealthCheck on the backend set is showing red, critical.
The environment is an OCI environment with two web servers behind a load balancer.  The two web servers are on a private subnet with no public IPs.
