Customer Account Relationship Not Working On Manage Customers Page (Doc ID 2525001.1)

Symptoms

On : 11.13.18.10.0 version, Customer Data

ACTUAL BEHAVIOR
---------------
Customer Account Relationship not working on Manage Customers page

Customer is trying to create Account Relationship.

Change does not SAVE.

Also noticed, no changes can be made to the Customer Account.

Following error could occur also when trying to create/update

An application error has occurred. Your help desk can use the following information to obtain a more detailed description of this incident: 64, Server Domain: FADomain, Server Instance: UIServer_1, Application Name: ORA_FSCM_UIAPP."


EXPECTED BEHAVIOR
-----------------------
Creating Relationship in Manage Customers should SAVE.



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Create Customer via Customer Import
2 Pull up Customer via Manage Customers
3. Enter Relationship details.
4. Save
5. Details are not saved and you cannot cancel out of the UI

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot create Relationships.
