Organization Costing Rule - Issue With Hierarchy (Doc ID 2525085.1)

Goal

The need is to plan at Role level and employees will have cost rates at person level so that actuals follow person rates. This can be done by making use of organization costing rules. The below scenario is not working to our expectations. We do not want to use planning rates.

Lets say our org hierarchy has a branch with hierarchy Level 1 (Top) , Level 2 and Level 3 (lowest) orgs. We assign the projects and employees at lowest level org i.e Level 3. In the organization costing rules, we want to assign Cost Rate Job Schedule at Level 2 and Cost Rate Person schedule at Level 1.

Level 1 Org - Person Rate Schedule
Level 2 Org - Job Rate Schedule


We expect that when an employee is planned on the Project financial plan, it will first check the Level 2 Org and if the employee's Job is not found then it should go one level 1 up and check for the Person Rate schedule. However this is not happening.

Application checks for Level 2 org and if the rate is missing then it gives an error without going one level up in the hierarchy. This is an very important feature that we are looking for as it impact a larger design for costing.
