Rate cost per THU type are not calculating correctly
When we try to create 1 rate record with 2 rate costs both depending on different THUs, they don't calculate correctly.
E.g. we have 1 shipment with 1 order release. The OR has 2 ship units. The first has a THU of CST_THU1 and a count of 3 and the second has a THU of SET_THU2 and a count of 5. The rate record has 2 costs. The first is dependent on the Ship Unit Spec ID = CST_THU1 and the second is based on the ship unit spec ID = SET_THU2. Both use weight breaks with the count of ship units being the calculator (should be the count of SUs per THU). It seems to be working for the fist rate cost but the second is not as it seems to be looking at the TOTAL number of SUs for the whole shipment for the weight break.
