The Load HMRC XML File Process errors out

The following line is included in the HMRC retrieval's process log file:

ERROR
-----------------------
************ All unprocessed UCM ID's *****************

Tax Reporting Unit : ABC Limited, File Type : P6, UCM ID : null, Number of records = 250, Starting GOT = 0, end GOT = 2480


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Fusion Application
2. Go to Checklist > Submit a Payroll Flow> Select 'Load HMRC XML File'.
3. Fill the mandatory fields and leave the Content ID field blank.
