Why is the Edit Order Button Missing in Agent? (Doc ID 2525945.1)

Symptoms

In order for the Edit button to appear the remorse period needs to be enabled.
In one scenario it was identified that for a multisite setup orders for one site with remorse period enabled did not display the Edit button in Agent.
On the default site the Edit button was properly set up for eligible orders.
