After SSO Enabled , Unauthorized Errors When Invoke Web Service Calls from IDCS to Fusion (Doc ID 2525962.1)

Symptoms

After enabling SSO (IDP = IDCS) developers are not able to invoke the FA webservices and are getting unauthorized errors.  Administrators can login to IDCS with the account, choose the HCM applications without any issues and access the UI.
 
The developers used an account which invokes the Web Service on HCM and UCM Server systematically by passing the username and password in the SOAP Header.
the following error occurs.

The issue can be reproduced at will with the following steps:
1. The HCM Cloud Web Services are invoked from Oracle SOA BPEL Process systematically.
