Passport: Service Provider Recsolu/Yello Error "The candidate has not applied to the specified requisition"

Symptoms
A Web Services API import from Passport service provider RecSolu (Yello) that attempts a candidate 'move' (CSW Step/Status) fails with this error:
The error occurred even though:
- The candidate does have a submission on the specified requisition
- There is nothing in the Requisition's history or the candidate's general profile or submission profile for the date when the import occurred, so it isn't related to an entity 'booked' scenario
NOTE: The problem occurs only with *internal* Candidates. The import succeeds for external Candidates
