Passport: Service Provider Recsolu/Yello Error "The candidate has not applied to the specified requisition" (Doc ID 2525968.1)

Symptoms

A Web Services API import from Passport service provider RecSolu (Yello) that attempts a candidate 'move' (CSW Step/Status) fails with this error:

The candidate has not applied to the specified requisition


The error occurred even though:

NOTE: The problem occurs only with *internal* Candidates.   The import succeeds for external Candidates
