Export_item_loc_full_job Does Not Send Clearance Ind in the Extracted file

When the full item load is sent from RMS to Xstore, clearance items are not flagged in Xstore.
Steps to reproduce:
1. Create a clearance for a item loc.
2. Run the export_itemloc.ksh batch.
3. Verify the clear_ind is not sent in the export.
