Company Sign-on Not Working after Updating Metadata.xml (Doc ID 2526427.1)

Symptoms

Signing Certs were updated for the IdP (Microsoft ADFS) and a new metadata.xml file was generated for our Oracle Cloud service.  After the metadata.xml was uploaded, SSO for the service no longer works.  The issue we are seeing is similar to the behavior as described in: "Error When Connecting Using Company Sign-on" (<Note: 2334823.1>).
