How to create a Sales Cloud Resource using REST API?

Background:
After using the API to create users ( /hcmRestApi/scim/Users) and to assign roles to such users (/hcmRestApi/scim/Roles/{id}) the user created by such method is not usable.
When comparing a get user action (/hcmRestApi/scim/Users/) for this user and a user created by the Manage Users Task, they appear the same.
