Incorrect Material Status Definition Not to Allow A Transaction Type Is Not Updatable (Doc ID 2526648.1)

Symptoms

Material Status of for e.g. "Quarantine" is the default lot status for most of the Items uploaded. After
onhand balances upload, the WIP Product Completion transaction was not added as an Allowed transaction.
Since it is set to "Disallowed" this status does not default on lots during work order completion. Since
they not allowed to change it in Manage Material Statuses


EXPECTED BEHAVIOR

Requirement is update the current material status of for e.g. "Quarantine" to allow "Work In Progress Product Completion"

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup and Maintenance > Setup: Manufacturing and Supply Chain Materials Management
2. Functional Area > Inventory Management > Task > Manage Material Statuses
3. Edit "Quarantine" status, it does allow to add "Work In Progress Product Completion" status in 'Allowed' transaction types
