Symptoms

Customers are unable to access https://ccadmin-prod-<host>.oracleoutsourcing.com/ccdebug/, the browser displays a spinning loading wheel until it eventually times out.
When attempting to access ccdebug on a production environment the page does not load.

Changes

Environment may have recently gone live, or been upgraded. Though neither of these is required to experience this behavior.
