Symptoms

Provisioning a SOACS instance fails with :-

Provisioning Succeeded on hosts [<serverName>-lb-1]
Service has returned the following error(s) for service component [WLS]:[<JCS-ERR-20426]. Provisioning failed on host(s) <serverName>-wls-1 Check logs identified the following error(s) in log /var/log/chef.log on host <serverName>-wls-1: [[2019-04-01T10:43:29+00:00] DEBUG: Re-raising exception::Mixlib::ShellOut::ShellCommandFailed - bash[run_rcu] (wlss:initial line 291) has an error: Mixlib::ShellOut::ShellCommandFailed: Expected process to exit with [0], but received '23'; Check logs identified the following error(s) in /u01/app/oracle/tools/paas/state/logs/<serverName>_provisioning.log on <serverName>-wls-1 :[<JCS-ERR-20023> : <Failed to create RCU schemas: ORA-01918: user 'XXXXXXXXXXXX_IAU_VIEWER' does not exist ORA-01918: user 'XXXXXXXXXXXX_IAU_APPEND' does not exist ORA-000942: table or view does not exist ORA-01918: user 'XXXXXXXXXXXX_WLS' does not exist ORA-01918: user 'XXXXXXXXXXXX_WLS_RUNTIME' does not exist ORA-06502: PL/SQL: numeric or value error: character sting buffer too small ORA-01918: user 'XXXXXXXXXXXX_STB' does not exist ORA-28003: password verification for the specified password failed ORA-01918: user 'XXXXXXXXXXXX_MDS' does not exist]; Check logs identified the following error(s) in /var/log/opc-init/opc-init.log on host <serverName>-wls-1:[[31mError executing action 'run' on resource 'bash[run_rcu]'[0m;291: bash :run_rcu" do;bash("run_rcu") do]].
