When transferring to a new legal entity Performance Documents Disappear

This has been going on for some time now, but when employees have a global transfer, their Performance Documents that haven't been started yet seem to disappear and then we have to move the document to the Active assignment in order for the employee to view them. Would like to know why this happens and how can we prevent this from happening going forward?
