When attempting to add a manual tax rate : Manual Tax Line in Payables Invoice workbench

Observe that no value is available in the list of values, though there is no error message

The issue can be reproduced at will with the following steps:
1. Create a invoice

2.Go to Edit Taxes --> Withholding Taxes and observe that no Withholding Tax Rate is available in LOV
