Why on the 'Custom Object Record Service History by Custom Object' report some records have the email address blank? (Doc ID 2527523.1)

When looking at the Custom Object Record Services report some submissions have the email address blank but the data card has the information filled.
In some cases, the email set up in the service is not being sent.
