Symptoms

On :  11.13.18.10.0 version, Accounts, Contacts, Households

ACTUAL BEHAVIOR  
---------------
Territories will not assign any Accounts where the territory dimension has a Zip Code configured  
Territories where State only is a dimension are getting assigned properly

EXPECTED BEHAVIOR
-----------------------
Accounts should get assigned based on State and Zip Code level

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run Account territory assignment
2. Observe the Territories being assigned to an Account.
