JCS Backup Getting Failed (Doc ID 2527673.1)

Symptoms

When attempting to backup the JCS instance the following error occurs.

Apr 5, 2019 9:23:47 AM UTC An Oracle Storage Cloud Service container is configured...The backup archive already exists in the block storage and does not need to be downloaded from the Oracle Storage Cloud Service container...Unable to reach host <HOSTNAME> as user opc. The host <HOSTNAME> might be down or cannot be accessed by SSH. Please make sure it is up and can be accessed by SSH, then try again. If problem persists and the host is up, please contact Oracle Support Services...Backup health check failed for all database hosts...
