Issue to add change primary address.

When users try to add a new primary address or change primary flag for other address it gives us error.
Error: You must select a Primary value. (PER-1530589)

STEPS

The issue can be reproduced at will with the following steps:

- There are 2 home addresses for the user
- One is primary and other is non primary
- Customer trying to make the non primary address as primary
- Error occurs while performing the same.
- Error: You must select a Primary value. (PER-1530589)
