Post Journal Entries

When posting General Ledger (GL) Conversion entries due to an error in Budgetary Control Check Failure.

Transaction account does not roll up to a budget account' for fund check


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Open create a journal page
2. Create a new journal for the control budget account
