ACTUAL BEHAVIOR

Import users and Groups to IDCS failed with Parsing errors.
EXPECTED BEHAVIOR

Users and groups should get imported successfully
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into IDCS with Admin users
2. Click on Users
3. Click on Import Users and Select the Excel file.
