Import Fails With Semi-column Delimiter (Doc ID 2528524.1)

Symptoms

On  : 11.13.19.01.0 version, Accounts, Contacts, Households

Import fails with semicolon delimiter however with comma it does work

ERROR
-----------------------
Exception : oracle.jbo.RowInconsistentException: JBO-25014: Another user has changed the row with primary key oracle.jbo.Key[300000811329753 ]

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OSC
2. Navigate to Import Management
3. Execute import job with semicolon
4. Import failed

BUSINESS IMPACT
-----------------------
This is a showstopper as we have semicolon as the default delimiter for the project and impacting their data load
