Unable to Load Data from CSV File to Oracle Database Using External Table in ODICS (Doc ID 2529034.1)

Symptoms

When attempting to load a comma-separated-value (CSV) file onto an Oracle Database using Oracle Data Integrator (ODI) in an Oracle Data Integration Cloud Service (ODICS) instance, the following error is raised:

ODI-1228: Task Insert new rows-IKM Oracle Insert-Load CSV_TO_TABLE fails on the target connection <DATA_SERVER>.
Caused By: java.sql.SQLException: ORA-29913: error in executing ODCIEXTTABLEOPEN callout
ORA-29400: data cartridge error
KUP-04040: file filename.csv in <LOGICAL_DIRECTORY> not found
