ACTUAL BEHAVIOR
---------------
Resources are populated abnormally in a Work Order and are not in sync with the work definition; additional Resources appear in the work order which were not present in the work definition.

EXPECTED BEHAVIOR
-----------------------
Resources should be assigned to the work order operation as they are in the work definition.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create work definition for an item using a standard operation.
2. Create work order, check Operations tab for resources assigned.
3. Observe resources are not assigned per work definition.
