Fusion-Taleo: New Hire / Candidate Is Not Imported Into Fusion Despite Reaching Configured Exportable Status

In a Fusion-Taleo with the out-of-box integration, the process to export new hires/candidates from Taleo and import the result into Fusion appears to have not retrieved an expected candidate. he problem occurs even with the following being true:
- The process works as expected for other new hires.
- The new hire/candidate reached a configured exportable status during the relevant time period.
- The Exportable Status configuration has FusionHCM for the External System Field, as required.
- The new hire/Candidate has an accepted Offer (seen in the submissions Offer tab).
Review of TCC console responses show that the new hire was actually exported from Taleo as expected. In Taleo, examination of the candidate's submission history tab, specifically the workflow progression events, reveals that the candidate had also reached the CSW step/status previously - the candidate's most recent occurrence of reaching the configured CSW step/status was not the first time.
