Goal

On : 11.13.18.10.0 version, Global Payroll

 Fast Formula : EDUCATION INCENTIVE_EARN_BASE not respecting the default value : 0 for Percentage

Quick Pay fails with below errors when the Element is processed without any input value.

Error was encountered when processing payroll relationship XXXXX.
F An error occurred when processing element {ELEM_NAME. (ETNAME=Education Incentive)
F An error occurred when processing formula EDUCATION INCENTIVE_EARN_BASE.
F An error occurred during formula execution. (ORACLE_ERROR_TEXT=) (FORMULA_ERROR_TEXT=Formula EDUCATION INCENTIVE EARNINGS, line 101, a local variable was used before being initialized. (1=PERCENTAGE))
