Records Being Removed from the Report_Email Table During Bulk Report Cleanup

For multiple custom BI reports, randomly the e-mail recipients are dropped from the report causing interruption in business workflow.
The issue can be reproduced with the following steps:
1) BI report created and added to report list.
2) Business Process Automation > Reporting > Report Manager. Click Schedule and add e-mails to the Email Addresses section. Click Submit radial button and enter time, date , etc.
3) Report runs and recipients get copies of the report. At some point the report no longer sends e-mails.
4) Business Process Automation > Reporting > Report Manager. Click Schedule and note the e-mail list is empty.
