Symptoms

On : 11.13.18.10.0 version, Billing - Transactions

ACTUAL BEHAVIOR
---------------
Customer saves transaction, but when saved the comments are removed from the Miscellaneous Tab in Header

EXPECTED BEHAVIOR
-----------------------
Comments are populated and saved under the Miscellaneous Tab at Header

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enter Header information
2. Miscellaneous Tab - Enter Special Instructions and Comments
3. Enter Line item
4. Line Item Details
5. Save
6. Under Miscellaneous Tab, review comments, comments disappear


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot enter comments to be included on AR transaction
