TCC: cfg.xml's Add Steps is missing net-change custom steps, and shows all non-custom steps enabled (Doc ID 2530908.1)

Symptom 1:
When attempting to add steps to a *_cfg.xml for a net-change import,
- all the non-custom steps show as being enabled for adding instead of just ones relevant for the import.  (e.g., when adding a step for an import cfg.xml, the LRD (last run date) should not be enabled since that is only relevant for exports).
- in the custom steps dropdown, most items are missing, like net-change setup

Symptom 2:
Attempting to open a *_ld.xml file in TCC (the one relevant for the error in Symptom 1) fails with the following error:
