Oracle Fusion Recruiting Cloud: Move To HR Not Working As Before After Latest Patch (Doc ID 2530920.1)

Symptoms

On : 11.13.19.01.0 version, Job Offer Management

ACTUAL BEHAVIOR
---------------
Moving the external candidate record to core HR, is getting updated as "HR, To be processed" where as it used to get updated as "HR, Processing" and the records used to be available in Pending Worker tab in New Person work area.
Now, it is not available in Pending Worker tab in New Person work area with the status updated as HR, To be processed.

EXPECTED BEHAVIOR
-----------------------
Moving the external candidate record to core HR should have the update "HR, Processing" and the records to be available in Pending Worker tab in New Person work area.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Candidate accepts the job offer
2. Recruiter Moves the Candidate to HR

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot be moved to HR
