User Cannot Edit Multi-User Filters Created By the User in P6 Web Classic View

Symptoms
ACTUAL BEHAVIOR:
Classic View Multi-User Filters are showing greyed out for the user that created them, making them unable to be edited or deleted.
EXPECTED BEHAVIOR:
The Filters can be edited/deleted by the user that created them.
STEPS:
The issue can be reproduced at will with the following steps:
- Sign in to P6 Web.
- Open a Project and browse to the Activities View.
- Create a User Filter.
- Edit the access to include other users.
- Sign out and in as the other user.
- The Multi-User Filter is shown as greyed out and unable to be edited by the user.
