Unable To Add Check In Document As Employee Or Manager

Information in this document applies to any platform.
There is no add button next to the check in templates when log in as an employee or a manager. I am using the out of the box Oracle seeded roles for both employee and manager. Is there a privilege or something that I'm missing?
