ExaCC/OCC: Cloud UI Shows Wrong Status for DBaaS Instance (Doc ID 2532076.1)

Symptoms

After DOM0 was reboot, all DBaaS show stopped status at Cloud UI.

But when checked on the VM's we shall see the instances are up and running.

Changes

 A Dom0 reboot was performed

or

A bounce of DB instance performed outside the Cloud UI.
