PRC:PON: Header and Footer on Negotiation Abstract Page not Displaying

Symptoms
The header and footer on the "Negotiation Abstracts" page is not displayed.
It is expected that the header and footer content will be displayed on the abstract listing page.
Steps to Reproduce:
1. Go to Setup and Maintenance.
2. Go to Task Pane > Search.
3. Search for "Configure Procurement Business Function".
4. Select Corresponding BU and Select "OK".
5. Scroll down to Sourcing Section and Click on the Button "Configure Abstract Listing".
6. Add text to the "Header Content" Area and to the "Footer Content" Area.
7. Press "Save".
8. Drill Down into the "Abstract URL".
9. Header Content and Footer Content not shown.
