Waiting Penalty Currency is Missing in French (Doc ID 2532773.1)

Symptoms

When French is selected as language, the Waiting Penalty field under Rate Services does not have a currency.

The issue can be reproduced at will with the following steps:

1. Set the User Preference to use the French language;
2. Navigate to Gestion des contrats et des tarifs -> Gestion des contrats -> Service tarifaire -> Nouveau;

RESULT: The Waiting Penalty field (Pénalité d'attente) does not have a currency field next to it.
