When a specific user is triggering the Email Notification for an Object Workflow the process is invoked but the email is not sent (Doc ID 2532789.1)

On : 11.13.18.10.0 version, Opportunities

ACTUAL BEHAVIOR
---------------
Sales Representative User is not receiving emails triggered by Object Workflow.

Workflow trigger has specification:
Object Opportunity
When a record is updated:
if (isAttributeChanged('SendEmailToCS_c') && SendEmailToCS_c=='Y')
{
  println('Trigger invoked')
  return true;
}

then

Email Notification:
To Address: 'static_adress@*.*'
Cc Address: Resources->Owner

Trigger is invoked. Customer is logging the action using println, but the email is not sent.
This behavior is encountered only when one specific address is mentioned in the workflow. If other email address is used, the emails are sent without problems.


EXPECTED BEHAVIOR

Email notifications should be sent for every email address.

The issue can be reproduced at will with the following steps:
1. Create and test an Object Workflow to send email notifications
